The Department for Promotion of Industry and Internal Trade (“DPIIT”), in exercise of the powers conferred by Section 39 read with Clause (a), (b), (c), and (d) of sub-section 2 and sub-section (3) of Section 3 of the Boilers Act, 2025 (“Act”), vide Circular No. G.S.R. 615(E),[1] dated September 10, 2025, issued the Central Boilers Board (Nomination of Members) Rules, 2025 (“Updated Rules”). These Updated Rules have been issued in supersession of the Central Boilers Board (Nomination of Members) Rules, 2008, and outline the composition, nomination procedure, and term of office for the members of the Central Boilers Board.
Key Highlights
1. Chairperson and Member-Secretary: The Secretary to the Government of India, in charge of the department administering the Board, shall serve as the Chairperson, ex officio, in accordance with Section 3(2)(a) of the Act. The Technical Adviser shall serve as the Member-Secretary, ex officio, as per Section 3(2)(d) of the Act.
2. Manner of Nomination of Members
- A senior technical officer conversant with the inspection and examination of boilers shall be nominated by the Government of each State (other than Union Territories) under Section 3(2)(b) of the Act.
- An equal number of additional members shall be nominated in consultation with relevant ministries and organizations as outlined in the Updated Rules.
- Up to 5 (five) members may be nominated to represent other interests, as deemed necessary by the Central Government.
3. Term of Office of Nominated Members
- Standard Term: Each nominated member will hold office for a period of 3 (three) years from the date of publication of the notification for the constitution of the Central Boilers Board unless directed otherwise by the Central Government.
- Resignation: A nominated member may resign from their office by submitting a letter of resignation addressed to the Chairman of the Board.
