The Department for Promotion of Industry and Internal Trade (“DPIIT”), in exercise of the powers conferred by Section 39(1) read with Section 39(2)(e) and Section 39(2)(f) of the Boilers Act, 2025, vide Notification No. G.S.R. 705(E),[1] dated September 22, 2025, issued the Boiler Engineers Rules, 2025 (“Rules”).
The Rules have been issued in supersession of the Boiler Operation Rules, 2021 and are intended to revise or modernize the regulatory regime governing boiler engineering activities, including licensing, qualifications, inspection, maintenance, and safety compliance for boiler engineers across India.
The framework of the Rules set out clear eligibility criteria, procedural requirements for application and renewal of competency certificates, and detailed responsibilities for boiler operation and safety compliance. The Rules aim to enhance industrial safety, ensure the technical competence of boiler operators, and bring consistency across states. They also introduce structured examination procedures, empower authorities for enforcement, and provide transitional arrangements for existing certified engineers.
This marks a significant step towards strengthening regulatory oversight in sectors relying heavily on boiler infrastructure, such as manufacturing, power, and process industries.
